Lucy Malemba of Ndara B Community is traversing Voi and Mwatate asking teachers, government employees, the Voi business community and residents of Taita Taveta to be part of bringing Ksh 25 billion to the county. The money will come from the Kenya Mortgage Refinance Company (KMRC) through the Diaspora University Town (DUT) project by Diaspora Kenyans, Ndara B Community and partners.
A teacher becomes a partner by developing one of the planned 3,500 DUT townhouses when using a DUT Townhouse Investment and Development Agreement (THIDA). Teachers who become DUT townhouse developers will have an opportunity to make about Ksh 1 million as they develop and sell a unit of the 3,500 planned townhouses. The 3,500 townhouses will be financed with Ksh 25 billion from KMRC that is advanced through banks and SACCOs.
As per its June 2026 financial records, KMRC had Ksh 16 billion in cash available for financing mortgages for residential houses. The DUT 3,500 townhouses plan will tap this money to be applied toward housing for the 15,000 jobs created at DUT. The money will meet the Constitution of Kenya rights in Articles 43 and 42. Article 43 (1) states every person has the right— (b) to accessible and adequate housing, and to reasonable standards of sanitation; and (d) to clean and safe water in adequate quantities. Article 42. Every person has the right to a clean and healthy environment.
Lucy is working on a clean water supply MSME that will establish boreholes and expand the Mughe Dam to a capacity of 8 billion liters sourced from the rainfall. Her business plan goal is to achieve sales of over 1 billion liters a year and sales revenue of Ksh 100 million by supplying the Diaspora University Town (DUT) construction, the developed 3,778 properties, and the Ndara B Community farms and industries. She says the MSME will create about 30 jobs out of the 20,000 jobs created. She is also a townhouse developer who will be part of the 25,000 residents settling in the Diaspora University Town.
Ndara B Community, Voi's ancestral community, embraced the DUT project with the goal of creating jobs for the community members and others. Today the DUT plan of 1,500 acres and the Ndara B Community plan of 4,000 acres are progressing to create jobs. Lucy is asking teachers to be part of creating the jobs for the children they teach by joining DUT as townhouse developers through terms offered.

For every Kenyan family to achieve good housing over 20 million formal jobs need to be created and 7 million housing units developed in the next 10 years (by 2035), as Kenya's population grows to 65 million. The DUT system and its developers will create as many jobs as possible and develop as many houses as possible. For example a developer who sells a DUT townhouse unit and achieves Ksh 1.3 million will have the opportunity to build more housing units and grow their wealth using the DUT job creation and housing development system.
