Frank Mutura would join Mangu High School and meet the late Prof. Raphael Njoroge. Many years later when Prof. Njoroge, who was in Worcester, MA he would reach out to Frank, who was in Raleigh, NC and inform him of the idea of developing a university town. Frank welcomed that idea and organized a meeting in Raleigh, NC. The meeting was to explore if Diaspora Kenyans would be willing and would commit to develop a university and a town in Kenya and create jobs for Kenyans. Today the Diaspora University Town (DUT) development is ongoing and Frank is today asking Diaspora Kenyans to join DUT, develop houses, create jobs and eradicate poverty in Kenya.

Diaspora Kenyans are in countries abroad for the people in those countries committed to found university, develop towns, develop hospitals and other developments in the town and cities. Frank is rallying Diaspora Kenyans and Africa to achieve the same in Kenya and Africa.
Diaspora Kenyans are beneficiaries of jobs created abroad. The jobs enable them to meet their needs of food, housing, healthcare, clean water and other needs. The remittances that Diaspora Kenyans send come from the jobs. In the first 10 months of 2024 $4 billion (over Ksh 500 billion) were remitted. The total since CBK started keeping records is $38 billion (about Ksh 4 trillion).
Frank is rallying Diaspora Kenyans and Africa to achieve the same in Kenya and Africa. Diaspora Kenyans commitment will achieve develop Diaspora University and other education institutions; develop towns and cities; develop hospitals and other developments like those in the town and cities they live in.
Frank and Diaspora Kenyans believe that once more and more Diaspora join DUT the remittances will go toward jobs creation and the jobs created will meet the food, housing, healthcare and other needs. This will in turn free the Diaspora Kenyans from sending money to meet these needs.
Job creation will also develop the roads, infrastructure and housing and ensure the Kenya environment is not damaged. Through job creation and building of houses the slums in Kenya will be eliminated.
Frank, in his role as a job creator, is working and investing to open a 6,000 square meters hotel with 300 rooms, next to the Diaspora University Recreation park. The hotel is expected to create over 100 jobs when fully operational.
