He is today a developer of two of the planned 3,500 townhouses that will pull Ksh 25 billion to Taita Taveta County. He also became a founder of Diaspora University and began developing a plan for the Bioethics department to advance the ethics of medical and biological research.

Dr. Pascal Mwambi signs DUT THIDA as Dan kamau looks on at the DUT temporary offices at Diaspora University Town (DUT).

He discussed the Diaspora University development plan and the Diaspora University Town (DUT) development plan with the project director, Dan Kamau. The two agreed that the planned town approach should be embraced going forward to achieve environmental sustainability for ourselves and future generations.

Regarding the DUT development approach, Dan informed Dr. Mwambi that the DUT project's capital input is currently valued at about Ksh 6 billion. The capital comprises assets of Diaspora University Trust, Townhouse Developers, and MSMEs.

https://dut.or.ke/

Dan said his 2026 goal is to grow the DUT assets past the Ksh 10 billion mark by allocating all 3,500 townhouses to developers through THIDA, increasing the number of MSME agreements, and constructing over 20 buildings. He added that the next stage is to grow the DUT assets to Ksh 200 billion by 2030, comprising the Diaspora University endowment, valuation of 3,500 townhouses, valuation of other properties, and valuation of MSMEs/Organizations.

Dr. Mwambi, who has taken the time to read through the DUT website, stated that as Taita Taveta residents increasingly understand the benefits of DUT, they will become founders of this university and a well-planned town that will benefit generations.

The two then visited the KCB Bank Voi branch, where they met with Branch Manager Benson Mutie. Dr. Mwambi asked the bank manager to help the Voi residents understand the DUT approach and the bank's financial products. The 3,500 DUT townhouse developer system is established and is capable of attracting about Ksh 25 billion to Taita Taveta, about Ksh 7 million per unit.

As a developer of two townhouses, Dr. Mwambi is today part of the people working to bring this money to Taita Taveta. He is asking his fellow scholars at Taita Taveta University (TTU) and other institutions to join DUT and bring this money to Taita Taveta. The company thereafter received two credit lines from the World Bank and the African Development Bank totaling about KSh 40 billion. The amount withdrawn by the end of 2025 was Ksh 35 billion. Ksh 19 billion was applied to fund 5,148 mortgages spread across 39 counties. Ksh 17 billion was held in cash deposited with the following banks: KCB 4.5 billion, HFC 2.1 billion, ABSA 2.5 billion, NCBA 5.7 billion, Coop 2.1 billion.

Another fact is that KMRC was created similarly to Fannie Mae in the U.S. Over the last 90 years, Fannie Mae has grown steadily and today provides mortgage financing of $4.5 trillion. KMRC will grow and, by 2030, could surpass Ksh 500 billion and issue over 200,000 mortgages.

STEP BY STEP PROCESS OF DEVELOPING A DUT TOWNHOUSE WITH KSH 15,000

STEP 1. He is happy that the community members made the right choice of embracing the building of a new town, university, and hospital. Today, DUT is at a point where Voi residents can join to tap Ksh 25 billion from KMRC, with 3,500 townhouses planned, each tapping about Ksh 7 million.

Kenya Mortgage Refinance Company was founded in 2019 and has since raised over Ksh 45 billion in capital and loans for financing residential mortgage loans. In the KMRC 2025 financial statement, the cash balance was reported at Ksh 17 billion. This showed the cash available for residential houses.

Ronald gives the following reasons to tap this money through the DUT 20,000 job creation and 3,500 townhouses plan:

1. Ksh 25 Billion Mortgage Money is Available.

KMRC was formed in 2019. The company would receive two credit lines from the World Bank and the African Development Bank totaling about KSh 40 billion. The amount withdrawn by the close of 2025 was Ksh 35 billion. Ksh 18 billion was used to fund mortgages in diverse counties, and Ksh 17 billion was held in cash and is available.

Another fact is that KMRC is set up to raise money as quickly as houses are built. The mortgage finance is today advanced by 34 financial institutions (14 banks and 20 SACCOs). The mortgage product: up to Ksh 10.5 million, 9% interest, 25 years.

2. Four (4) Banks Advancing the Mortgages are in Voi.

Of the 34 financial institutions listed as advancing KMRC mortgages, four banks have set up branches in Voi—namely, KCB Bank, DTB Bank, Absa Bank, and Cooperative Bank. Ronald is challenging the bankers in Voi to think outside the box so that this money can come to Voi and Taita Taveta.

3. Making new wealth using the Personal Unsecured Loan Products offered by Banks

The personal unsecured loans offered by these banks will enable Voi residents to access money that they can apply as capital as they become DUT Townhouse developers. Government employees and others who qualify for the personal unsecured loan can take a 750,000 loan to capitalize the development of a townhouse and, in doing so, develop it by investing about Ksh 12,000–15,000 a month through loan payments. A townhouse will bring in Ksh 7 million in KMRC funds to Taita Taveta. The townhouse will increase the developers' wealth.

4. 20,000 Government Employees

Ronald challenges about 3% of the nearly 20,000 government employees in Taita Taveta County to tap into the unsecured loans offered by banks. The government employees include teachers, doctors, nurses, judicial members, police, national government departments, county government departments, and other government commissions. He gives the example of the KCB Bank loan product that reads, “Get a check off loan as a government employee, or a company that has an agreement with KCB Bank. The check-off loan of Kes 20,000 up to Kes 10 Million is repayable in up to 120 months (10 years), with monthly repayments remitted by your employer.” Similar products are available in other banks.

5. 20,000 Jobs Creation

When giving the reason of 20,000 jobs created, Ronald makes a plea on behalf of young people aged 25 and below, who will be the main beneficiaries. He asks those blessed with jobs and income to create these jobs by tapping KMRC funds.

6. Income for businesses

As the Ksh 25 billion flows to Taita Taveta, businesses will see a spike in revenue as the money enters the pockets of 20,000 workers who spend it in the Voi region.

7. Developing a New Town, University, and Hospital

Ronald says that one of the moments he felt he had done something important for himself, his family, his community, and future generations of Kenya was when he voted to grant the land the DUT project is now under development. He adds that those who join DUT will also feel proud to become founders of a new town, university, and hospital. When talking about the hospital, he says that, whether he is getting treatment, his grandchild is born, or any other medical event occurs, he will be happy to tell the story of how he and others helped build the hospital. She would understand the DUT project, which is focused on advancing university education, creating jobs, developing housing, and boosting GDP growth. Today, she is rallying Voi and Taita Taveta residents to become DUT townhouse developers and achieve Ksh 25 billion for Taita Taveta from Kenya Mortgage Refinance Company (KMRC). She says this achievement is for the future of Taita Taveta children.

KMRC was launched in 2019 with KSh 200 million in funding from Kenyan taxpayers. The company, through capital and credit lines, has, by the close of 2025, achieved Ksh 45 billion in financing. The 2025 financial records show that Ksh 19 billion is loaned out and Ksh 17 billion is held in cash. A borrowing of Ksh 35 billion from the credit lines of about Ksh 40 billion from the World Bank and the African Development Bank. A story published in the Business Daily on 11th March 2026 reported that the company planned to raise Ksh 40 billion through a green bond in April 2026.

KMRC is structured similarly to Fannie Mae & Freddie Mac in the U.S., and, just as these U.S. businesses have progressed to finance $7.5 trillion in housing mortgages (about Ksh 900 trillion), KMRC will have the capacity to raise capital to finance housing mortgages on an increasingly larger scale. This means Ksh 25 billion can be tapped from KMRC in the next 5 years to come to Taita Taveta.

To bring Ksh 25 billion to Taita Taveta, DUT is welcoming Voi and Taita Taveta residents to become developers of a 5-bedroom, 4-bathroom DUT townhouse by investing about Ksh 15,000 per month through the DUT THIDA system. Its 2025 financial records show the company had about Ksh 23 billion available for lending. If the interest rate is 15%, the monthly instalment is Ksh 11,632.

In 20 months, a person can budget to pay Ksh 12,000 x 20 months = Ksh 240,000.

The Ksh 240,000 would be applied as follows: about Ksh 190,000 to bank interest and Ksh 50,000to principal.

At month 20, the principal of Ksh 750,000, less 50,000, results in a principal balance of Ksh 700,000. The Ksh 700,000 would be paid off during the mortgage issue.

The House Development Cost is budgeted at Ksh 6.5 million.

The total of Ksh 700,000 plus Ksh 6.5 million = Ksh 7.2 million.

Ksh 7.2 million would be issued as a mortgage at 9% over 25 years, secured by the completed house.

The Ksh 7.2 million at 9% over 25 years calculates to a monthly mortgage repayment of Ksh 60,422.

STEP 5. COMPLETED HOUSE USAGE

If the owner is working in one of the 15,000 Jobs being created at DUT or in the DUT neighborhood, the owner can live in their house in a well-planned town with a clean and healthy environment, a University, a level 5/6 university hospital, good basic education schools for children, and other amenities.

If the owner does not live in the house, the owner can lease the house to DUT in accordance with THIDA Article 12 and receive Ksh 65,000 a month.

Using the example in Step 4, the Ksh 65,000 would be applied to the monthly mortgage of Ksh 60,422.

The difference of about Ksh 4,000 would be the owner's monthly income. This means owning a townhouse by making 20 instalments of about 12,000 each in 20 months, totaling Ksh 240,000.

STEP 6. COMPLETED HOUSE EQUITY

Upon completion, each house will have equity calculated as Sale Price less the mortgage value. The sale prices are recorded in the DUT THD page https://dut.or.ke/thd

Year 1 Sale Price. Ksh 8 million

Year 2 Sale Price Ksh 8.5 million

Year 3 Sale Price Ksh 9 million

Year 4 Sale Price Ksh 9.5 million

Year 5 onward Market Price.

Using the Example in STEP 4, a house completed in month 20 would have a sale price of Ksh 8.5 million. This means the equity in the house would be the difference between the Ksh 8.5 million sale price and the Ksh 7.2 million owed, which equals Ksh 1.3 million.

The progressive investments of Ksh 12,000 a month for 20 months (Ksh 240,000) would grow to Ksh 1.3 million.

DUT uses the GDP Growth approach, which grew the U.S. from an economy of $57 billion to the current $30 trillion. As I welcomed him to Voi, I was taken back to the time the late Prof. Raphael Njoroge and I drove 1,100 km from Worcester, MA, to Raleigh, NC, to a meeting organized by Frank Mutura. This was the first time I met Frank. The discussion at the meeting then was: “Can Diaspora Kenyans become developers and founders of a 3,000-acre university and town?”

https://dut.or.ke/

Then, a 3,000-acre parcel of land in Kwale County was put on the market, and we felt that the university town development plan we had established could be implemented. The plan included a university modeled after WPI's plan. The Diaspora Kenyans' role would be to develop townhouses and support the opening of micro, small, and medium enterprises (MSMEs).

Now, many years later, when walking down the stairs from the SGR, Frank, looking at the many lights shining in the night in front of our eyes, asked, “Is that Voi?” I reply that indeed all those lights were residents of Voi. Frank remarked that there are many residents and said, “Voi residents should join us to create jobs for their children.”

Constructing Roads in North Carolina (2025)

The drive from the Voi SGR station, over rough, bumpy roads, informed Frank, the road specialist who has been building high-quality roads in the U.S. for 25 years, of the condition of Kenya's roads. The 3,500-townhouse development is a central pillar of the DUT Master Development Plan, designed not only to provide quality housing but also to empower Kenyans to become developers, property owners, and founders of a new university and economic ecosystem.

The townhouse plan aligns with the Constitution of Kenya, particularly Articles 42, 43, and 53, which guarantee the right to housing, economic opportunity, and a clean and healthy environment. Beyond housing, the project is expected to create 20,000 jobs, increase Kenya’s GDP by Ksh 20 billion, and generate Ksh 70 billion in new banking and financial assets.

Becoming a Townhouse Developer and Owner at DUT

Unlike traditional housing projects, where buyers purchase completed homes, DUT offers Kenyans the opportunity to become townhouse developers through a structured investment system called the Townhouse Investment and Development Agreement (THIDA). Under this agreement, individuals invest capital and directly participate in the development of one to four townhouses.

This approach transforms buyers into business people who are also founders of the DUT community. The approach enables DUT townhouse developers to build equity, create jobs, and grow wealth as the town expands.

Currently, 500 developers have opened files and are developing 1,320 townhouses with 2,180 units available.

The Step-by-Step System of a DUT Townhouse Development

Step 1: Signing THIDA & Opening a Townhouse Developer File
The first step is to formally sign a DUT THIDA and put in the Capital written in the DUT THIDA. The Trust is responsible for the delivery of the constructed townhouses and their users.
